Key functions are as follows:

A. Directs site in achieving EHS targets &amp; objectives. Directs development, maintenance, and achievement of goals in support of corporate and business group EHS strategic initiatives.

The Manager of Government Contracts will have responsibility for all aspects of Innovation Center and Vehicle Group Government contracts. The role will work with Industrial Sector and Corporate to manage Government contracts, improve policies and procedures around contract management and compliance to create a center of excellence in both the Vehicle Group and the Innovation Center. The role will also be a core team member of the Corporate Contracts and Compliance team responsible for working together in audits, internal reviews, training and procedures.

Essential Functions:
A. Support the administration of complex, small and large-scale federal contracts and develop proposals and contracts in a cost disclosed environment, assisting with the preparation of documents required for contract proposals, understanding and communicating requirements of federal government contracts, ensure compliance, as well as issue and coordinate required subcontract agreements. Ensure proper flow-down requirements are compliant in subcontracts and contracts. Pursue and administer GSA schedule and related requirements, assist in the administration of the IC and Vehicle Group Small Business Administration Program and ensure compliance with Small Business subcontracting plans. Preserve Intellectual Property through timely notification of IP to the government in accordance with regulations.

B. Establish procedures to ensure accurate pricing, that all costs are adequately documented and justified, all solicitation cost proposal requirements are met and cost proposal volume is completed for submission. Examine estimates of material, equipment, and labor costs, performance requirements, and delivery schedules to ensure completeness and accuracy. Coordinate with internal contract technical lead for communication/response to the government. Coordinate efforts with Program Manager and Senior Buyer to ensure performance and timely deliverables submission by subcontractors.

C. Ensure Vehicle Group and Innovation Center compliance with financial reporting and invoicing requirements of the contract. Monitor project costs and ensure timely funding from government through incremental funding modification when required. Interface with accounting personnel to ensure allowable costs are recorded against government project and costs remain within negotiated budget. Support proper invoice submission by accounting personnel.

D. Ensure Vehicle Group and Innovation Center statement of Work and terms of subcontracts adequately support the requirements of the Government contract and review contract terms and conditions with technical personnel, management and legal counsel. Prepare and issue subcontracts, teaming agreements and non-disclosure agreements, drafting and managing routine non-disclosure, teaming, and other agreements with partners.

E. Assist in the preparation of required status reports on contract performance. Ensure financial and technical reporting requirements of contracts are met. Document and timely communicate contract change request to the Government.

F. Responsibility for closeout of contracts to include Intellectual Property reporting and certification, Government Property disposition and certification and Final Invoicing.

G. Ensure Vehicle Group and Innovation Center Government contracts or modifications are timely executed. Assist in the resolution of contract related issues and concerns.

Essential Functions:

C. Champions changes to current procedures and develops new procedures to ensure continuous improvement of engineering processes and business systems.
D. Leads initiatives to evaluate and provide competitive assessment and industry trends through business intelligence gathering activities. Remains knowledgeable and informed regarding state-of-the-art technology and transfers this into tangible contributions.
E. Prepares comprehensive reports and presentations, and communicates this information to leadership, customers, partners, etc., in a clear and concise manner.

Position Criteria:

Additional responsibilities are as follows:

1. Creates, implements, and maintains strategic sourcing strategies for a pre-defined indirect materials/plant services commodity portfolio to support Aerospace requirements.
2. Undertakes spend analysis, supplier assessment and supplier selection to agreed processes
Develops and implements commodity strategies in line with Corporate, Divisional, and site initiatives to improve supply chain efficiencies and reduce the total cost of supply chain management.
3. Collaborates with site implementation teams in delivering supply chain strategies within project timescales
4. Coordinates all activities with Corporate, Group, Division and site mgt. Working with the Site Supply Chain leads, this individual will manage relationships with suppliers on behalf of Eaton. Some of these relationships may be of strategic significance to Eaton; others will be of a more tactical nature
5. Develops a commodity supply base which creates and sustains a competitive advantage for Eaton Aerospace, utilizing global market exploitation, leveraging spend, and leveraging of technologies.
6. Drives savings expectations in line with profit plan and overall business objectives
7. Monitors/reports on priority projects and savings.
• Ensures that agreed strategic sourcing targets for cost reduction are met in the commodity portfolio. This includes responsibility for meeting Improvement Plan targets and year on year cost reductions.
• Identification and delivery of opportunities for cost reduction.
• Provides input for annual and long-term savings target-setting.
8. Ensures appropriate performance measure (Quality, Cost and Delivery) of supply base and feedback of results

PRIMARY FUNCTION
